ROUND TABLE HELD ON "SYSTEMIC FINANCING OF TOP SPORTS OF BOSNIA AND HERZEGOVINA
In the premises of the Olympic Committee of Bosnia and Herzegovina, around fifty representatives of sports federations of Bosnia and Herzegovina, Olympians, representatives of certain ministries and representatives of the media gathered today at the Round Table.
The round table started with the opening presentation of the President of OC BiH, prof. dr. Milanko Mučibabić and the presentation that covers the current state of systemic financing of sports in Bosnia and Herzegovina, which shows numerous anomalies and shortcomings, i.e. the complete absence of organized and systemic financing of top sports in our country.
After the presentation, the participants of the Round Table took the floor and expressed great displeasure with the current way of financing, which calls into question the existence of top sports in Bosnia and Herzegovina.
"Sport has been declared a public interest for BiH and as such must be adequately financed", said the president of OC BiH, prof. dr. Milanko Mučibabić.
Representatives of the Sports Associations of Bosnia and Herzegovina also took the floor and pointed out:
We have witnessed that three times in ten years we have not adopted the state budget, and even when it was adopted, the grant for top sports is a statistical error compared to the average of the European Union, which is 1% of the total state budget.
Also in accordance with the existing criteria, top athletes, sports federations of Bosnia and Herzegovina and the Olympic Committee of Bosnia and Herzegovina received a minimal part of the grants intended for sports, and any association engaged in sports can apply for them, even on a recreational basis.
As a result of all this, the best athletes of Bosnia and Herzegovina do not have adequate conditions for playing sports, so they leave Bosnia and Herzegovina and fight under other flags.
The biggest complaint is the minimal or no budget at the state level as well as at other levels of administrative organization in BiH."
At the Round Table, sports workers also commented and expressed great displeasure about the lack of systemic funding for young Olympians, potential and evident Olympians.
The participants of the Round Table also expressed their disagreement on the issue of rewards for achieved sports results on the European and world level, as well as on national sports pensions, which are minimal and not harmonized throughout the territory of Bosnia and Herzegovina.
After a two-hour and constructive discussion by all participants of the Round Table, the following conclusions were reached, which will be continuously insisted upon by the competent Ministries or bodies, namely:
t increases the budget for sports at all levels of BiH government in accordance with the average of the European Union, which amounts to 1% of the total state budget, which would amount to a minimum of 10 million KM at the state level.
Adopt adequate criteria for the allocation of funds, where funds from the state level should be exclusively intended for the Olympic Committee of BiH, Sports Federations of BiH, and the Paralympic Committee of BiH, which we also recommend at the entity levels. The funds would be used for preparations, performances,s, and awards of national teams or representatives (Olympians).
That the funds must be operational no later than 01.01. for the upcoming year, not in December when almost all competitions and activities are over.
To extract significant funds from games of chance, and especially from SPORTS BETTING SHOPS that use sports, athletes, and sports events as a basic means of functioning and a source of profit.
Allocate adequate funds for the program "Support to young Olympic hopefuls" at all levels of BiH government.
Adequate funds are allocated for the "Support for top athletes" program, which would be directed towards potential Olympic candidates and Olympians of Bosnia and Herzegovina.
It forms a unique reward system for top results at the state and entity levels achieved at the Olympic Games, and European and world championships.
Create a unique system for awarding identical benefits at the BiH level - national sports pensions for all top athletes.
